I see that the Towncar wipers were prone to failure with shorting due to pooling/non-draining water. I have a code B1449 amongst 7 others that I hope are related. I see the condition of wipers starting on their own and are not controllable with the switch, ie very irratic. Fuses are good. I have to turn battery 'off' to stop very operation.
But the other issues are primarily with 'ignition key in circuit fault or signal missing'. Are these kind of communication issues in your experience related to the wiper issue?

The wiper issue .............. it is the park circuit. That is internal to the wiper motor.
When the switch is moved to the off position the motor has power via the park circuit and turns until the park position is reached. Then stops.

If the motor is not stopping, there is a problem with the park circuit.

I have not heard that this is a common issue with Town Car.

I had this very issue with my 2006 Towncar.

The fix was to replace the wiper motor assembly. When I did, I found a definitive water mark in the cowl assembly indicating water had pooled and flooded the motor assembly. The drain was plugged with leaves.
