Attached is a document describing the procedure to replace the accessory drive belt on a 2007 model Town Car. This procedure should apply to all 2003 and up models, however, check the belt routing since components can change locations in model evolution.

1998 thru 2002 accessory drive belt routing

Attached are the accessory drive belt routing diagrams for the 1998 through 2007 models. The 1998 and 1999 models use the same routing; but the 2000 and up (all the way to the 2007 model and beyond) use a different routing.

Good luck

It may be obvious, but the belt can be removed and replaced without removing the fan. The fan will rotate freely to allow for your hands to weave the belts off and on their respective pulleys. The tensioner pulley in the 1997 units will accommodate the 1/2" ratchet or breaker bar and shouldn't require a special tool to relieve the tension to enable easy belt removal or replacement. I might add that the idler pulley, which can become noisy in time, can easily be replaced at this time. All noise is not necessarily always pulley related or belt related but they are likely candidates.
