Start out by having profiles setup for each phone and fob so none of them are guest. Make sure your vehicle software is updated, not just over your wifi but updates to the apim from the dealer would be a good start.

I was having the same issue where the radio was turning on when I start the car. I made sure I had a profile set up and found out that if I used the FM radio and turn it off before shutting the car off it will not turn on the radio at next start up but if I use Sirius/XM radio and turn it off it will turn it on at next start up. There must be some software issue where it automatically turn on the radio if XM was last used.

I would rather the radio to be off when the car starts regardless of the last source selected. Every other vehicle I have ever owned has not turned on the radio after starting the car except one, 2015 Dodge Challenger but Dodge changed that for the 2016 and later models.

Software Update 11 - Center Touch Screen (APIM PHX-25.1.2.4) which I received over the air on 9/24/25 fixes the radio turning on every time you start the car. Now it stays off when you turn it off, even if you turn it off while playing SiriusXM.
