Pressure in fuel tank

My Lincoln
1977 Lincoln Cintinental Town Car
When removing my gas cap, excessive pressure came out! What would cause this? thinking of changing gas cap? Thank was 1/3 full
 
Tank venting is not working correctly.

Is the cap vented? It will say that on the top of the cap.
What state was the vehicle delivered to brand new?
If you do not know that what is the DSO on the warranty sticker?
Confirm this issue is on a 1977 Lincoln Continental.
(Know that a Town car model did not exist until 1981. Town Cars and Town Coupes in the 1970s are sub-models or trim levels)

There is a tank vent system. The venting should go to a charcoal canister typically located low in the engine compartment. I found a picture from an ebay listing. It has 3 fittings and a vent.

The blue cap is a vent. The cap should be able to be removed with some effort. It is pressed in. It has to vent air out or you are going to have the issue you described.
The large opening goes to the air cleaner. Typically, a black fiber tube. This allows the engine to suck in fuel vapor that has been collected. If missing or disconnected, the canister will condense out the vapor to liquid fuel until the canister can no longer hold any more. At that point the system will build up pressure in the tank under certain conditions because the pressure has nowhere to go. (The cap is sealed)
The small fitting connects to hose or metal line that goes back to the top of the tank. When vapor is collected it goes out the tank via that line to the canister. If the line is restricted, collapsed or damaged the vapor can not get to the canister and you will have the experience you are having now.

The fourth fitting is plugged. Some applications will need this. (Dual tanks on a truck or van) Or a connection to the carb bowl vent.
