99 Lincoln limo life

So I have returned yet again with another issue I finally was getting ready to bunker down and finally start putting some real work into the limo but unfortunately now all of a sudden it doesn't want to start and it started perfectly last time a few months ago.
However I do know its a PATS issue because the anti theft light freaks out when I try to start the car.
I read on other forums these cars have issues with the PATS and I would like to know how I can access it so I can check it out and see what cords were yanked or whatever may have happened photos would be a phenomenal help as I can't find photos anywhere on how to get to it.

Also due to a mishap the car is actually a 1998 Lincoln town car executive not a 99
