Need help, 2007 Town Car difficult to pump gasoline into.

Hi. My brother's 2007 Town Car has become very difficult to gas up. He tried several different gas stations. It is a new problem, gas pump shuts off as if tank is filled . Him and I both suspect a "Venting" problem. Any ideas? Anyone had this problem and solved it? How solved? How to test Vent system?

(My 2003 Town Car does not have said problem).

My brother checked his EVAP system. Below is his findings.

I pulled down that evap box and checked everything as far blowing into stuff. The breather hose did have some spider nest and when I blow in it something blew out. cant say it was plugged but at least restricted. This valve is open with no power, as the guy described, but with power it didnt close, on the car. I bench tested it and it closes with 12v. It always gets power, ignition on or off or running. So I believe it operates when it gets ground. Who knows when that is?

But its always open when testing on the car so it shouldn't prevent the tank from venting causing the no fill situation. I buttoned it up and will try to pump gas in again hoping the restriction I did find was the problem.

Any ideas? Possible ECU problem? Mike

Clear codes, fill vehicle and give it a test drive. Recheck for codes
 
Is there a hose/pipe separate from the fuel fill neck from the tank to near the top of the fuel filler neck?

Search Dorman Fuel Tank Filler Neck 574-018.
The second pipe along & outside of the fuel filler pipe, is to allow air to leave the tank during the refill process.

Should look like this.
The small pipe is an air pipe that lets out air from the tank near the top of the pipe and it is still in the fuel fill system.
