Front passenger window won't open

2008 Navigator. The front passenger door window won't open. It tries, it moves about a millimeter, and then it stops. And it can go back up. It's as if when you try to open the window it thinks it's already open, and then when you go to close it of course it's already closed. It's clearly not a fuse or the motor because it is trying. How do I teach the door that the window is closed?
