That is by design - a safety feature to alert pedestrians of your presence (since the electric motor is so quiet). The Lincoln's whine is far less shrill than Toyota.1. The vehicle makes a "whining" noise at low speeds under 23 MPH. Sounds like it might be the electric motor. It's very audible in the cabin but disappears once you go up to a higher speed.
I've noticed on mine the lower half heats slower, but gets there.only the top half of the wheel and not the entire, or so it seems.
