Before they had Sirius and Google there was fm and am. Free services. I would believe that Lincoln could not stop those services. I would also think there has to be some FCC regulations to have them for disaster or emergency notifications. Every car we have ever owned have had fm and am.

Believe it or not, there are an increasing number of vehicles that have dropped AM receivers.

I remember when Desert Storm hit. I was stuck on AM for six months, and then listened to it getting ready in the morning for years.
