My Dealer told me the same exact thing, the order must be validated with a copy of the drivers license so fake orders are not being generated for fictitious orders, thereby building larger inventories. Also, the email "confirmation" is required so communication is established for the same reason.
Another thing that surprised me was my dealer wasn't charging an up-charge for "Market Adjustment" on the sticker of vehicles in their inventory, like many others were. Then after some time they started adding the "Adjustment". The dealer said they were forced to as people that were not previous customers were coming in, more than willing to pay full MSRP, and then their internet sales department noticed the same vehicle and VIN was being flipped on-line for $3-5k more than MSRP. The dealer added the "Adjustment" to discourage that action. They said as a prior customer they would not make me pay that "Adjustment" if I found an inventoried vehicle I wanted. Of course I ordered exactly what I wanted and secured better pricing......and unfortunately secured a longer wait time though too !
