2003 Lincoln Town Car

Is there anything in the way under the seat? Are the seat rails that are on the floor rusty?
 
Mine have all been the same, its not a bug, its a feature.

There is a possibility that there are stops on the threaded rods (that the motor carriages move along) preventing the seat from doing various things, one of which would be coming completely off track which would be bad but maybe a corporate decision to stop short. This was the case with my old suburban, wife wanted to recline the seat more than where it stopped. I had more free time back then and looked around. There was a fixed thing, like a nut, that stopped the carrier, but there was plenty of threaded length after that stop; so I very carefully cut it off and cleaned the threads. The results were spectacular, the seat readily reclined to nearly flat, stopped by the seat behind; I suspect that stopper was a gov mandated thing. All that to say, maybe there is a similar thing on our seats; I've never looked. My brother is pretty tall, he hates sitting in the pax seat.
 
I did a little YT viewing and don't really think my above comment applies. Those main slides for front/back movement look really short.
