98 Lincoln Town Car crank no start

Hello i have a 98 town car. It has a crank but no start issue. There was also a battery drain issue which i believe i have figured out. I think it was a short in the radio. I pulled both fuses that i could find for the radio and then the car was starting up and running just fine after that. A couple of days ago i went to go start the car again and now it cranks but does not start. Battery is holding charge now. I can hear the fuel pump kicking on when turning the key on. Some things that i have done to the car in the last 3 years i have owned it are

-New starter
-New fuel filter
-New battery
-New pvc valve
-New fuel pump relay
-couple new fuses
-removed alternator and had it tested
-New camshaft position sensor
-New spark plugs

Any help with what the crank no start issue may be would be greatly appriciated. Thanks in advance.

Did the engine start after installing all of the above items?

Isolate fuel from ignition.
Spray fuel into throttle body. If nothing changes, assume the issue is ignition.

Yes the engine started after installing the above items. They were not all replaced at the same time, it was over 6 months to a year. Also the town car is not my daily driver. I bought it as a back up car so it has not been ran on too much of a regular basis. I have a cheaper scan tool but it doesnt recognize the car. It might be for newer vehicles im not sure. It was not vehicle specific. I will try spraying fuel in the throttle body see if that makes a difference.

Any cheap scan tool should be able to pull codes from a `98 Ford/Lincoln/Mercury. You should be able to with the tool you linked, most everything was standard OBD2 by `98 save for some of the rarer exotic sports cars of the time.

IF PATS is anything like GMs VATS system you should see a orange or yellow "SECURITY" light show up on the instrument cluster. Typically it would come on when cranking then go out after the engine came to life. If it were this system causing the no start then it would have disabled the fuel injectors. You could try cranking it then pulling #1 spark plug to see if its wet to quickly rule this out.

You need a service manual set for your `98, then you could go to the "Crank but no start" flow chart to work the error out. Either your fuel injectors aren't spraying or you ignition coils aren't firing, very seldom does a crank but no start come from a compression issue, but it does happen.
