I did some research and found this in a Mustang forum (linked below). Here the guy says:
"Ford recently expanded the dealers priority numbers. It used to be 10-19 for retail orders, now the can use 3-19. I believe 1-2 are still reserved for Ford management and manual scheduling.
The dealer assigned priority (3-19) primarily only applies to orders from that dealer. If two identical cars are ordered from the same dealer and Ford can only produce one of them, for whatever reasons, the one lower priority would get selected. If two different dealers ordered the same configuration the priority has no impact.
This system allows the dealers the ability to prioritize between their customers. For example if a dealer only has 2 allocations for a Mustang but 5 orders pending, they can use the priority to indicate which of those 5 they want Ford to try and build first. If Ford can’t build the dealers 1st (lowest) priority the move to the next one."
So as I understand it, the priority code moves one up within the dealer's allocation but not in the overall scheduling priority. So the dealer ordering mine at the lowest priority seems to me to be a bad idea. I should have at least been prioritized before the dealer's inventory.
After talking to ford / my dealer today I found out my order for my GT manual with NP is priority code 3. Is this good? AFAIK orders were only between 10-19, didn't know it could go lower than 10. Apologies for another thread, just figured it's a different question.
