The daytime running lights (DRL) are an option in the Lighting Control Module (LCM). Canadian cars have the option while some US cars do not have the option enabled (but your Ford dealer can program it into the LCM.
The normal operation is for the DRL to light the main beam headlamps at 60% power with the ignition on and the transmission lever in a gear other than park.
I cannot find a wiring diagram that shows how to bypass the Transmission Range Selector (TRS) to allow the DRL to operate in park, as well as the other positions. Why would you want that feature, it was common on older vehicles?
Sorry, I cannot help.
