lignts and siren behind front grill

I have a 1964 Lincoln continental. I've found that it has a few extra parts that are intresting. There is a red light and siren behind the front grill of the car. I was told it was a diplomatic car that was in the Philippines. I am now investigating. Any leads or suggestions?
