Auto parts stores carry universal grommets and rubber seals. You might be able to fashion what you need from a universal part

If it is in this picture in the nut, it will not be sold separately. It would have only been sold with the emblem & nut or may be with the nut. No longer available. You are seeking a used one. And if it were me I would buy some (rubber like) material to make one.

I realize this is an old thread; but perhaps my reply will benefit some current readers. Go to a bicycle shop and ask to buy an old used inner tube from a bicycle tire. They will most likely give you one for nothing. An old tube and a pair of scissors can work miracles when you need hard to find or one-of-a-kind insulators and spacers.
