Clicking noise from under dash

Signal lights work normally. Emergency flashers don't work. The switch for flashers will NOT pop up. Same sound as signal lights make. When signal light is activated, it overrides the other sound.

Take your finger and wiggle the hazard switch as you push it down and up to see if the button will pop back up
 
Tried that. The button won't stay down to turn off flashers and won't pop up all the way to turn on flashers. Constant ticking noise as if the flashers are intermittently working, but no lights. When I turn on the turn signals it overrides the other sound and turn signals work perfectly.

Try squirting some WD-40 or equivalent in the switch, if that doesn't work, you may need a new signal switch as I believe the hazards are tied into that on the 03+ models.

Try the shot of wd40 mentioned above and keep wiggling the button side to side and back to front while pushing down and up.
That switch gets gunked up from lack of use.
If the lubricant doesn't solve the issue you may need to replace the switch
 
My hazards don't work either, but the turn signals do. I'll have to give the WD40 a try.
