can i swap in headrests from 2003 to 2011 town car that look taller?
Thank you in advance

Welcome to the Forum.

Your 1999 model head rests can be adjusted according to the Owner Manual as follows:

"SEATING
Head restraints

Your vehicle’s seats may be equipped with head restraints which are vertically adjustable. The purpose of these head restraints is to help limit head motion in the event of a rear collision. To properly adjust your head restraints, lift the head restraint so that it is located directly behind your head or as close to that position as possible. Refer to the following to raise and lower the head restraints.

Push or pull the head rests to the desired position."

I don't think the head rests can be conveniently removed from the seat back. Hard to remember but I don't think I could lift the headrests up and out of my 2007 Town Car. You may be able to confirm the headrest retention at a wreckers with a damaged seat.

Good luck.

I checked on the headrests for the 1999 and 2007 models and there are no procedures or descriptions for removing the headrests. For the 2007 model there is an exploded view of seat backrest showing the frame with two tubes vertically mounted to hold the headrest retainers into which the headrest steel supports fit. No indication that the headrests are actually removable.

So you will have to try for yourself. Good luck.

Thank you again
i am part of a facebook group and someone found the taller head rests post diameter and center distance are different from 98-2002 and 2003-2011 Town Car
He did find that head rests from a mercury villager minivan did fit but depth was off.
