2016 Navigator 2nd row fixed?

Just acquired a 2016 Navigator Reserve and I'm losing my mind. Is the 2nd row fixed in place? Can it not slide forward or backward for improved legroom? There is no bar under the set to slide it, nor are there rails to do it. There's also no power buttons that I can see to adjust anything except recline and fold down to allow someone into the 3rd row. I've tried youtube for videos but nobody talks about it. Google/AI says the seats should be able to move back to add legroom but I can't figure it out. I'm lost....

No...this wasn't added until the 2018 model year.
