2016 mkx third brake light

Hi. My father in law just asked me about the rear third brake light (High mount lamp, part number FA1Z-13A613-AB). When the brake is applied, only the middle third of the light works. Neither side works. As I haven't ever held the brake down and been behind the vehicle simultaneously, I did not notice. I spent the last few hours trying to find information online and find pictures/video of the brake light on, but couldn't find a single pic/video! Is this normal where the light only is in the middle third of the lamp or does it need replaced?

My 2016 MKX REserve is the same way. It appears that there are 12 LED's in the center and the rest is window dressing.

Replacement part is $200.-00 - forgetaboutit!

I can't pull that out. The previous model has a screw at both sides but 2016 has not.
Do I need a special tool?
