1) Using Ford's safety procedure, Drop the fuel tank and replace it.

2) No one should do what I did. I've cut a hole using a dremel right above the fuel pump on three cars successfully, so fuel tank doesn't need to be dropped. Again, you shouldn't do this. Its a good way to set yourself on fire.

What is the secret to getting the lock loose that looks fuel pump in to place this is rediculous it should not be this hard my goodness so frustrated right now

The lock ring is probably rusted in place due to age and road salt/grime. Flood it with some penetrating oil and repeat for a few days. Most people use a hammer and a punch to rotate the ring, but tools designed for removal are available. Look here:

Just in case someone else gets to this point you could check for a local gas tank restoration shop. They will get it apart. If the tank looks rough, they will restore it and most of the time it's a reasonable deal. I don't know if these cars have steel straps and rubber insulators. If so replace them for a nice clean job. You could also have the shop do the whole job and that way you will get a warranty just in case anything happens in the near future.
