2004 town car weak dash and rear passenger vents

I have done the test and no codes are there. When I put on the dash vents the flow is weak. If I close all the dash vents the floor vent blows very hard.
 
Yes , but it's not as strong as when the dash vents are closed. Also when the a/c is off I can feel heat on my feet and legs. Not strong but very faint.
 
The rear passenger vents are open to the plenum at all EATC settings, so the airflow will be fairly consistent for a given fan speed. Do you notice a difference in airflow as you increase the fan speed manually? Can you notice an increase in the fan noise as the fan speed is increased?

The floor door closes the opening for the defrost and panel vents when in floor mode. There is a very small flow to the floor when in panel mode and the defroster vents are supposed to be closed, so have you checked for airflow from the defroster vents? The panel/defroster door controls the flow to either panel or defrost but not both at the same time. So if the panel/defrost door is allowing flow to both vents then there will be reduced panel flow, and a EATC self test code 1263, unless the actuator is moving a broken part of the door.

So let us know the results of the fan test and whether there is airflow to the defroster vents when in panel mode.

I have an issue with the door that controls the flow to the floor that is causing the same symptoms on occasion (usually when it's boiling hot and you really need all of the AC blowing on your face). But I don't get code 1263. I do have codes 2267, 1242, and 1264, so it looks like I have a dash pull in my future to replace all 4 actuators in the dash. I need to find out where is the actuator for the recirc door is and see what replacing that entails.

So it appears you have a blower fan that works correctly in delivering its range of speeds and the blower is able to deliver the air volume because the floor output is very good. The EATC manual selections work correctly to deliver air to the appropriate vents and do not provide air to the other vents, except for the floor vent. While Ford acknowledge a low flow to the closed floor vent, your car has a significant air flow through the closed floor vent. That seems to be the only anomaly. The lower air flow to the rear passenger vent seems to follow the pattern of the panel vents and probably the defroster vents (can you confirm that defroster and side window air flow are also low).

It does not appear to be blocked hoses since each vent type (panel, defroster, side window defroster (only works in defrost mode) and rear passenger vent) all have separate openings from the plenum. So it seems the plenum pressure is insufficient to meet the needs, except for the floor vent. Perhaps it is not closing fully and allowing excess air flow to the floor vent in all settings.

I have never noticed any airflow through the floor vent when the EATC is set for panel, etc. I will check the flow on Saturday in different positions. How would you describe the floor vent air flow when in panel mode?

The EATC code 1264 is for a bad floor mode door actuator and that may be allowing too much air flow to the floor vent when the EATC is set for panel or whatever.

The recirc door actuator problem (1242) replacement procedures are attached. You open the passenger glove box and release it as described and it is right in front of you, but the air suspension module must be moved out of the way first.

Do you need the procedures to remove the dash for access to the mode door actuators?

There is no perceptible air flow to the floor vents when in panel mode (Auto setting). The panel vent air flow is very strong and so is the rear passenger vent air flow.
