2004 Town Car Sig DCM?

2004 Town Car Sig headlights come on, and relay buzzing when I open the drivers door sometimes. When I turn the headlight switch to the on position, the buzzing stops, but the headlights stay on in any switch position. I think the relay for fuel pump under the hood was the one that was buzzing, and I could feel it vibrating when I touched it. Almost seems like there is a buzzing under the dash too but I havent found it. New relay does it as well. If anyone on here knows what this is I would be forever grateful. It s my second panther, previously I had a 93 Vic. I've learned to do a lot of the work on them, but this is a new thing. Thanks!
