2003 Town Car Executive Power Door Locks not working correctly

Ok here is the problem. The only thing that will unlock my doors on a 2003 Town Car Executive is the number pad on the outside of the driver side door.
The remote doesn't do anything it will not open the doors / will not lock the doors / will not open the trunk / will not set off the panic alarm / inside the car the switches on the driver and passenger doors will lock the doors but will not open them. The switch for the trunk on the driver side door works. Everything else seems to work. (Power Seats, Power Pedals, All the lights. The day night settings on the rear view mirror)

I started with changing the batteries in the remotes. That did nothing as expected.

Next I tried reprogramming the remotes following the steps in the manual. When I got to the step where it goes into programming mode the locks went up and down to signify programming mode the next step is to push any button on one of the remotes being programmed. That did nothing using both remotes.

I checked all the fuses that had anything to do with the door locks. They were all good

Would the door control module malfunction where the number pad works correctly and the door switches only lock the door but will not unlock them. Is there a device that receives the signal from the remote that is malfunctioning.
A little confused at this point if anyone can help

I had to take the horn relay out my 2003 Lincoln town car executive will say door open when I’m driving and start beeping and I had to take the horn relay out otherwise it would ding and turn the lights on in the car on repeat and when I park the car it just unlocks and locks the doors and cuts the lights on. I took it to a mechanic shop who said they dealt with electrical and then said they didn’t after 2 days with my car and also said that nothing was wrong with it after so how do I go about fixing it ?
