bleeding system

I installed a new power steering rack on a 1996 lincoln continental. I am in the process of bleeding the system and in a situation were the steering wheel jerks violently from end to end. So I am not sure is there a step i missed? Im looking into the evo sensor for ideas but not sure were to...
