96 town car phone radio

I borrowed a 96-town car from a friend. I'm fixing some things as a way of saying thank you, one of the problems he mentioned several times is the radio. the radio light says PHONE. and the radio doesn't work till you turn the key to off then the tunes com on. or if it times out, then it shuts...
