IMHO, the 2007;
- prefer post 2003 models
- 2006+ has a tach
- < 2008 = made in USA
- does not have the 2006 gas tank issue
- would like to have chrome body trim over wheels but...does it cause rust ?
- what years have the honeycomb wheels, my fav I think, and are they the same rim size as 2007 ?
- what else should I be aware of ?

I would recommend anything 98-2005
The newer you go after 05' the more electronics and more gremlins can possibly haunt you ( ie. finding electrical sensors, modules, etc.. will become more difficult )

I have a 06 and two 07's Designers and I wouldn't think of any other year!! Just my opinion.07 was the last year of them being build in Michigan,then production went to Canada.Just my 2 cents.

Instead of seeking a year that has some build feature, find the year that you want.
Then find a seller (or sellers) that have maintained that specific vehicle.
The "best year", poorly maintain would be a poor choice.
And I have seen vehicles that I would want because they were the best model manufactured for that generation. Only to be extremely disappointed in how the vehicle was cared for.
In my opinion, rust in any form is not a sign of well maintained. Because part of the maintenance can be location specific.
I lived my first 25 years in Michigan. My last 2 cars I had in Michigan were brand new. (Previous used cars had rust.) Besides waxing the exterior annually, these cars got a wheel well rinse in the winter to flush anti-icing from the road. Typically, on the weekend during the day when it was warmer.
I live in AZ. UV from the sun is a killer. Wax with UV protection is the maintenance for that. Plus parking under cover when ever possible.
If I lived in Florida, (never gonna happen) and I have a moon roof, treating the weatherstrips and cleaning out the moon roof drains would be high on my list.
Everyone changes the engine oil and filter. Many and not all will change out coolant and AFT on a regular basis. Frequent fluid changing is needed. And generally there time and mile frequencies that are recommended by the company and I always do these way before the recommendation.
Vacuuming the interior removes debris that can impact anything mechanical inside the vehicle. Including non-mechanical parts like electronics.
If you want the "best" example, look for a well cared for one. It is very clean top, inside and bottom, this includes the engine and trunk. And everything works well, because if it did not, a repair was made. Otherwise it does not meet the definition of "well maintained" in my opinion.
I have a 20 year old Navigator with 223,000 miles. My goal it to get to 2036 and/or 350,000 miles. I was not sure when I bought it if that was possible. At this point I know it is possible with care on my part. And the availability of parts. Things like ....I want a windshield at this point. However, the original brand Carlite is no longer available. But I digress, good luck on your search.
As a post script to the above:
I bought my 2006 Navigator used with 110,000 miles.
I bought it from a used car dealer in Marathon Florida. (I live in Arizona)
The dealer bought it at a repo auction.
After several exchanges, this was my Navigator that I was seeking.
My search lasted just over 6 months. I knew exactly what I wanted and what I was willing to pay.
And after seeing about a dozen or so in person and maybe 100+ on the web, I knew exactly what to look for and expect.
I flew to Florida and drove it home.
BTW, this was my 6th vehicle that I had purchased at a distance.
And a valid question would be WHY??? Why did I have to go so far to find what I wanted?
I knew exactly what I wanted! A 2006 Navigator Limited edition 4X2 in cashmere tri-coat with a specific set of options and in a certain condition.
There were none in Arizona. Or every time one came up I looked at it. Drove to California on a trip to drive one. It was not all it was advertised. I should have asked for more pictures.
