is this the dreaded clockspring problem?

hi, my 2000 LS8 is having these problems:

1. Wipers work (but occasionally stall or move REAL slowly), only on high speed, and don't park. No intermittent wiper action.

2. Windshield washer sprays (but wipers don't come on).

3. Neither cruise control nor radio/media buttons work on the wheel.

4. Horn works.

5. No clockspring related error code, e.g. air bags (best I can tell).

6. High/low beams and turn signals work fine.

First check the connectors under the dash or wherever they are that come off the steering column. I'd replace multifunction switch as I replaced that clockspring. Should fix it.
