How easy is it to roll back the miles on a digital odometer

I'm helping a friend look for a nice, low mile used Town Car and I was wondering, how easy is it to roll back the miles on a digital odometer?
I'm trying to sell a 97 towncar with decent mileage. About 140k miles on it. I commute every day so picked up a Honda now the poor Lincoln been sitting for a year.

The odometer readings get recorded at each state inspection, every one or two years, at least on the older ones.
It can take a title amendment for a car to get back on the road if the mileage turns up lower than at a previous year's inspection, so inspect the title of any car that you are about to buy.

The newer cars can be exempt from physical inspections for at least their first few years on the road, so a mileage discrepancy (rollback) might never be discovered.

If the seller is able to produce any maintenance records, previous odometer readings might appear on those.
