Does 1996 Continental have a chip in the ignition key?

Ignition cylinder went bad, I replaced it with a new cylinder (non-chip) but now car won't start.
Cylinder had been starting to fail (you could remove key and engine would keep running).
Popping sound was heard the last time car started, assumed it was the cylinder. Is there another related part I need to check?

Ya check the fuse. If it was very loud check the ignition relay switch.
